After a successful career with the Canada Revenue Agency, Rick has been in a senior consulting role since 2015. His breadth and depth of knowledge on a wide range of topics from operations, strategic planning, human resources, project management, and many others enable him to help his team of experts stay focused on the bigger picture as they drive successful outcomes for their clients.
Trevor Dodds is a VAT and Indirect Tax specialist with decades of successful experience in Indirect Tax auditing, risk management and assuring taxpayer compliance with their legislative obligations. Trevor is a current Certified Practising Accountant (CPA) and specializes in audits of large turnover taxpayers and those taxpayers active in the cash economy. He eagerly shares his extensive tax, risk assessment and legislative knowledge through mentoring, formal presentations and the development of compliance tools to improve the awareness and productivity of those he works with. A true professional, Trevor is a strong believer in the power of positive thinking in the workplace and treating others as he would expect to be treated. Trevor enjoys a few laughs and a beverage, a good TV sports binge but can also be found pounding the pavement or trails after work.
After 28 years as an auditor, appeals officer, technical advisor and team leader with the Canada Revenue Agency, Rhéal is currently providing VAT consulting services in the Caribbean. Rhéal participated in the successful implementation of the Canadian Goods and Services Tax beginning in 1990.
Rhéal’s expertise includes training, coaching and the development of training materials, templates, reference manuals and unofficial consolidations of acts and regulations.
Rhéal is passionate about an individual’s continuous learning as this is a prerequisite to delivering quality tax results. Rhéal believes that missteps create invaluable learning opportunities.
Rheal also has private sector experience as an accountant for a small manufacturer ($50 million in turnover) and which helps him bridge the tax knowledge gap that many taxpayers possess.

Mark is a qualified, experienced and motivated finance, business and IT professional with more than 25 years’ experience. He has extensive experience in business strategy and administration, in both the public and private sector. This includes 15 years working with the Australian Tax Office, where he spent much of his time advising small, medium and large businesses on how to better manage their financial and legislative obligations.
He is comfortable with all forms of technology and confident in using a variety of programs and systems to contribute to business outcomes. Having spent the past 11 years working as a data analyst, he has also developed a keen interest in number crunching. As part of the team one of Australia’s largest and busiest government departments, he gained an appreciation of the value of data, processing numbers and information to identify patterns and trends to make smarter business decisions.
When not at work, Mark helps young Australians develop skills as a Flight Lieutenant with the Australian Air Force Cadets.
Rick is an accomplished tax administrator with 36 years experience in the debt management field. He has led and participated in the design, development, and delivery of debt management programs and business solutions for tax and benefit receivables, lodgement of returns, and contact centre solutions.

Identifying industry risks to revenue
Formerly an Australian Taxation Office (ATO) Officer within the Indirect Tax (ITX) Serious Evasion Audit and Investigations team located at the Gold Coast Queensland. Employed with the ATO for 30 years 13 of which were within the ITX business line working in the field as an auditor/investigator.
Primary role was undertaking the more complex of cases and investigating claims made by taxpayers that were seriously non-compliant with their taxation affairs.
Involved in joint agency exercises with the Australian Federal Police (AFP) and Australian Crime Commission (ACC) and Australian Customs and Border Protection Service (ACBPS) on clients’ that were outside the Australian Taxation system.
Michael has worked for both State and Federal compliance agencies for over 30 years. Recent State level positions with the NSW Point to Point Transport Commission and Transport for NSW were in roles that addressed revenue leakage. Michael was working with the Australian Taxation Office when the Australian Government implemented new taxes on Superannuation, Fringe Benefits, Capital Gains and Goods and Services. Michael’s Goods and Services role was focused on it’s application to the Insurance industry and dealing with anomalies arising between the law and business practices. In his role Michael covered, education both internally and externally, providing law interpretation rulings to the insurance industry, policy formulation and escalation, Treasury liaison, Insurance Company audits, Audit Objections and Reviews and forging positive relationships with the Insurance industry’s peak body.
Having worked at the implementation phase of new taxes, Michael is well aware of potential teething problems faced by the Taxing Authority.
Ms Laibida retired in 2018 from her role as Assistant Director Income Tax Audit at the Canada Revenue Agency (CRA) after a progressive career spanning 33 years. Her role and scope of responsibility in the Audit and Appeals Divisions included: Chief of Appeals; and, Assistant Director Income Tax and GST/HST Excise Tax Audit. In her role, she provided leadership, oversight and tax expertise to management and teams of auditors and appeals officers, ensuring compliance with the Income Tax and Excise Tax Acts. As a CRA Executive, Janet worked with CRA Headquarters and Regional Staff, Department of Justice, and Provincial employees to develop tax policy and funding models. Janet started her career at the grass roots as a collector and then to Audit as an Auditor and from there to a Team Leader and Manager responsible for Income Tax and Goods and Services Tax teams auditing individuals to large multinational corporations.
Francois retired in fall 2020 after a successful 31 year career with the public service. His most senior position was Deputy Assistant Commissioner of the Information Technology Branch and Deputy Chief Information Officer of the Canada Revenue Agency. In this role, Francois provided leadership and oversight in every aspect of information technology, including program and data management, IT architecture, delivery of business solutions and the safeguarding of sensitive taxpayer data through sound IT security practices.
Given his extensive technical experience, proven innovative thinking and his established reputation as a collaborator, prior to his retirement, Francois led the development of a digital strategy for the CRA; within less than a year, he put the foundation for a client-centric, agency-wide digital transformation, in place.
Through 15 years of experience as an executive, Francois also honed valuable skills in human, project and financial management and procurement.
After 35 years of service, Terry retired from the Canada Revenue Agency (CRA) in 2019. During his career he held progressively more responsible roles in Audit, Criminal Investigations and Collections. Terry ultimately assumed the role of Director of a Tax Services Office until his retirement. As a Tax Service Office Director, he was responsible for over 1,200 employees and had an $84 million budget.
Terry spent 22 years working in criminal investigations. During this time, he conducted, led investigative teams and ultimately the Division. As an investigator and leader, he and his team successfully completed many of the most complex criminal investigations conducted by the CRA. In addition, he developed strong working relationships with Public Prosecution Service of Canada, the Department of Justice, and Head Office.
Terry has a proven ability to; lead and manage diverse groups, adapt to change, apply complex legislation, conduct interviews, problem solve, assist in creating Income Tax policy and deliver excellent program results.
Terry is recognized by tax professionals for his honesty and integrity and is also a recipient of the CRA award of Excellence for team achievement.
Brian is a fiscal collection expert who assists host taxation agencies into identifying laws, policies and procedures needed to become a more effective and efficient tax revenue tool of its government.
Upon graduating university with a Bachelor of Commerce Brian began collecting taxes in 1984 and held increasing technical knowledge roles within the Canada Revenue Agency during his 35-year career. He also completed three successful international assignments with the International Monetary Fund who recognize him as a Fiscal Collection expert. His experience in creating legislation and ministerial decrees, resolving the large and sensitive case files, creating and delivery of training tools, and auditing offices for quality control ensuring that collectors understand and use all of the resources available to resolve accounts makes him a valued member of our team. Brian’s mantra is that when everybody pays their fair share the economy and government can work to its maximum effectiveness.
During his off times Brian enjoys time at his cabin with family, canoeing Canada’s north and exploring the canals of Europe.
Tony has over 38 years of experience as an award winning public servant including over 20 years as a senior executive in the Canada Revenue Agency. He brings a wealth of experience in developing policy which included having his work cited by the Supreme Court of Canada; successful change leadership which included the development of a White Paper on the future of Legislative Policy and Regulatory Affairs in CRA and developing a strategy for Technical Capacity in the organization.
His management skills have been recognized with the highest honour(s) awarded in the Canadian Public Service as well as the Canada Revenue Agency culminating in an award of excellence for Outstanding Career. He also has a reputation as a skilled strategic planner including work in the development of the Agency’s Strategic Workforce Plan. His superior communication skills have allowed him to appear on television to represent CRA.
Prior to retiring, Tony led a large tax organization in the CRA that was responsible for the delivery of multiple programs with a total budget of over $55 million and over 1200 employees.
Harry, CPA, CMA brings 33 years of experience as an auditor, team leader, middle manager, and appeals manager with the CRA. Prior to his retirement, he was the most senior Technical Tax member in Vancouver Appeals. His proven depth and breadth of tax knowledge made him the “go to” person for complex domestic, cross-border reorganizations, and tax treaty issues. He was a recipient of the CRA Award of Excellence for his work involving a multi-billion dollar cross-border tax avoidance scheme.
His experience encompasses working with Tax Directors of publicly listed and multi-national entities and their legal counsel in Retail, Manufacturing, Technology, Banking, Forestry, Real Estate and Mining sectors.
Harry has a strong analytical mind and leverages this skill to look at the “big picture” and has a proven track record for improvements to processes and the tax base. He was a member of a working group responsible for making recommendations to Finance for tax amendments to curtail aggressive tax schemes. His experience includes teaching tax and accounting courses at a local university.
Mike brings 34 years of front-line experience as an auditor, appeals officer and criminal investigator with the Canada Revenue Agency to the table. Mike has extensive technical expertise in the detection and examination of complex international tax avoidance strategies undertaken by large multinational oil and gas companies. Like Terry Harder, Mike was part of the team which successfully completed one of the largest and most complex criminal investigation undertaken by the CRA. Mike has demonstrated ability to obtain search warrants and productions orders under the Criminal Code, establish co-operative relationships with foreign regulatory authorities and persuade reluctant witnesses to provide necessary evidence. Mike has provided extensive assistance to Crown counsel and Crown prosecutors with respect to pre-trial and in-trial assistance including having provided testimony in Tax Court of Canada matters which produced precedent setting decisions. Mike is a recipient of the Queen Elizabeth II Diamond Jubilee Medal in recognition of the dedication and commitment shown by him throughout his career.
Alnasir had a distinguished 30 year career with the Canada Revenue Agency, and holds a CPA Designation. As an Auditor, he advanced progressively to leading highly specialized and detailed audits for some of the largest corporations in Canada, including Scientific Research and Experimental Development (SR&ED) claims.
During his 10 years with the Appeals Division, Alnasir led a team of Appeals Officers to resolve Income Tax, Goods and Services (GST) and SR&ED disputes, and had settlement discussions with the Department of Justice when disputes escalated to the Tax Court of Canada.
Alnasir was a Manager in the Criminal Investigations Division, where he managed complex criminal prosecution cases and consulted with the Public Prosecution Service of Canada in laying criminal charges for egregious cases of tax evasion.
Alnasir has superior communication and public speaking skills, has taught tax courses, and conducted Harassment and Discrimination seminars to raise awareness to this important issue
Donald retired from the Canada Revenue Agency (CRA) in 2019 after 35 years of service. He has held progressively more responsible roles throughout his career in the Client Service, Criminal Investigations and Income Tax and GST Audit Divisions. He retired as a Manager in Income Tax Audit with a focus on Small and Medium Enterprise Audits. He has been involved in developing regional and national audit strategies to target the most at risk files. In his role he has provided leadership, technical expertise, and mentoring and training to auditors, team leaders and other managers to develop a strong audit team focused on achieving successful outcomes. Donald built strong relationships at the National and Regional levels within CRA and with professionals outside of Government. He has the proven track record to lead, adapt to new environments and consistently deliver excellent program results.
Paul has over 36 years of experience as a field operations manager in dynamic, multi-functional compliance focused business lines with the Canada Revenue Agency. He shares his high standards & engages people to deliver strong results.His areas of expertise are three-fold flowing from independent but harmonized programs. In areas of filing various types of tax returns (income & VAT), he creates projects to identify non-compliance as well as activities to bring individuals & corporations into compliance. Additionally, he has managed compliance activities focused on employers’ withholding taxes. In this area, Paul’s efforts resulted in a change to the National program delivery model for the CRA. He is also very well versed & has spent significant time in the collections realm.Rather than “can’t”, Paul prefers “how can we overcome this”. He is married with two adult children. He enjoys various outdoor activities in his free time.
Sandy possesses a unique combination of leadership skills, operational experience, broad HR expertise, and a proven history of success in large, complex organizations. He has the HR and leadership experience that will directly address the many challenges faced by organizations embarking on significant transformational projects.
Sandy’s HR and leadership experience includes: full-time instructional duties at Red River College (Winnipeg MB) in the Business Administration program; two years as the Chief Human Resources Officer for Cancer Care Manitoba; four years as a Regional Director of HR for the Canada Revenue Agency; and 20 years as an officer in the Canadian Forces where he specialized in Human Resources and Strategic and Operational Planning.
Sandy has extensive experience leading teams and delivering all the traditional HR client-services, including: learning, training, and development; strategic planning; change management; organizational design; employee relations; recruiting (including international experience); compensation and benefits; health and safety; and team building.
Aeron has demonstrated an ability to work in a multi-cultural environment and high-risk locations and has worked on developmental projects in sub-Saharan Africa and The Bahamas over a twenty year period. Primarily a Customs modernisation expert, Aeron has sixteen years expertise in Customs reform and modernisation programmes in post-conflict developing countries involving extensive Capacity Building, restructuring and organisational reform. He also been involved in Value Added Tax business audits in the United Kingdom and The Bahamas. As a management mentor he worked closely with senior management and government officials developing legislation and procedures to enhance revenue collection. Assignments include Mozambique, Angola Democratic republic of Congo and SouthSudan.
After over 35 years of a successful career at the Canada Revenue Agency (CRA) Roxanne retired in 2017 as a senior executive with a wealth of experience in tax administration, policy making, international relationships and human resources management. Roxanne has strong character leadership, including effective people skills and a vast knowledge of the public service mission and priorities. She was the recipient of the unique CRA Award of Excellence in recognition for her leadership. She is known as a strong business development professional with a Master's degree in Public Administration from l' École nationale de l'administration publique. Since her retirement Roxanne has been working as a contractor on various projects with the National Defence and the CRA. She is also sought regularly as a leadership mentor by many executives to assist with performance, organizational and personal skills. Roxanne is passionate about people management and loves to assist to make any organization more efficient.
Howard, CPA, MBA, TEP, brings a wealth of tax experience including the Canada Revenue Agency (CRA). Participating in the successful implementation of the Canadian VAT (the Goods and Services Tax), he started answering queries, providing interpretations and then moved on as a systems troubleshooter, helped set up internal audit, and then as an Appeals Officer. Howard completed his CRA career auditing income tax. He has also dealt with government revenue streams at the provincial and municipal levels.
Howard also has private sector tax experience with over a decade in public accounting, serving as tax manager of a midsize multinational and a number of years as a consultant. A long-term student of tax theory, he has an interest in tax efficiency, fairness, and subsidies. Howard has also taught tax at the undergraduate and graduate levels.
His career has also included controllerships, systems management and strategic planning at a globally dominant multinational, pensions, trusts and estates, and even a smattering of financial regulation.
Over 30 years Taxation experience as both an operative auditor and compliance Director.
Undertaking of and Direction of audits for both VAT /GST and Income Tax. Liason and partnership with Law Enforcement agencies in addressing tax criminal matters. Part of Multinational task force addressing international tax avoidance using offshore structures and bank accounts.
Since March 2017 engaged by the Bahamas Ministry of Finance as a VAT Compliance consultant. Responsible for the undertaking of the more complex audits, delivering of training on tax technical matters and advanced audit techniques, mentoring of new local staff undertaking VAT audits as part of the Bahamas Government Revenue Enhancement Initiative.
After 25 years of service, Jacques retired from the Canada Revenue Agency (CRA) in 2015. Over that period, he held progressively more responsible roles in the Audit and the Appeals departments. Jacques started his career as a business auditor where he conducted audits of businesses to ensure compliance with the Goods and Services Tax / Harmonized Sales Tax (GST/HST). Then as a Team leader, he directed a team of auditors. Jacques completed his career as a Manager in the Appeals Department Throughout his career, Jacques also participated in the design of training material and the delivery of training courses for Audit and Appeals officers.
Before joining the CRA, Jacques articled with a Chartered Accountant firm, and then moved on to municipal government where he occupied the positions of Deputy Treasurer then of Treasurer.
Jacques is bilingual (French & English) and holds a Bachelor of Management Sciences degree from the University of Ottawa.
Dan has specialized in the Indirect Tax field for the last thirty years first as a government auditor, then as a trusted advisor and finally as an employee in the oil and gas industry. He has broad and in-depth knowledge of the Canadian Goods and Services Tax, Federal Excise and Carbon Taxes and Provincial Sales, Fuel and Carbon Taxes. He has primarily been involved in oil and gas but also has extensive experience with other industries. He has implemented complex computerized tax accounting systems in large organizations. As the primary tax professional in an international entity he was responsible for the operation of the tax accounting and reporting system, dealing with governmental auditors and representing the organization in industry associations. He has also prepared letters to provincial and federal governments for a national industry association that discussed proposed legislation. He has recently worked for the International Monetary Fund as a Short-Term Expert in Africa.
Karen has 35 years experience in tax administration and tax policy at the Canada Revenue Agency (CRA). For the last 21 years of her career Karen was a member of Canada’s tax treaty and tax information exchange agreement negotiating team, and extensively involved in the application and administration of those agreements. She led drafting and negotiation of memorandums of understanding for the CRA related to dispute resolution, exchange of information and assistance in tax collection under Canada’s tax agreements. During this time, she was also a Canadian delegate to the Organisation for Economic Cooperation and Development (OECD) Working Party 1 on Tax Conventions and Related Questions. Karen provided training at the CRA throughout her career and with the OECD for its outreach programs. Karen is currently retired and working part time as a consultant. Most recently she was part of a team providing training to Caribbean tax administrations for the International Monetary Fund.
Peter has over 20 years of experience in Commodity Taxation and brings a wealth of knowledge in the Canadian Goods and Services Tax (GST), Provincial Sales Taxes (PST), property tax, fuel tax and US State Sales Taxes.
He started his career at the Canada Revenue Agency (CRA) conducting audits of enterprises of all sizes and complexity over a variety of industries, including some audits in the underground economy. He progressed to auditing the largest and most complex taxpayers in Calgary, Alberta (primarily oil and gas).
Peter transitioned to a national accounting firm providing advisory services and guidance to corporate clients to ensure their compliance with multiple tax legislation. He assisted clients in implementing and improving processes for taxes, identifying risks, providing tax training and audit defense.
Since 2017, Peter has provided consulting services to a major oil and gas company analyzing large amounts of data to recover overpaid GST and PST.
After 35 years of service, Kelly retired from the Canada Revenue Agency as a manager in Collections and Verification. She brings to the table a unique balance of acquired technical collections experience along with an ability to operationalize program models and deliverables with excellent results.
Repeatedly sought out for her skills as a change agent in implementing and leading centralized workloads, Kelly has built a reputation for collaborating with stakeholders to coalesce positions, enhancing results through program efficiencies and building a strong performance management culture. As part of a small team, she conducted a national program review and delivered a comprehensive report providing analysis and strategic recommendations for the collection of complex accounts at the CRA.
Kelly began her career as a summer student and permanently joined the CRA after obtaining her degree. Just prior to her retirement, she was recognized for her contributions with an Award of Excellence for an Outstanding Career .
Dave gained 35 years of experience in the analysis and administration of the Canadian Income Tax Act, specifically in the area of Revenue Collections and Audit for the Canada Revenue Agency. His audit experience spans the entire spectrum of income tax returns, from simple individual returns to the analysis of the most complex corporate groups. Dave led a Division of audit staff and delivered a variety of programs within the income tax and value added tax (VAT) regimes in Canada. He was a member of a regional team that was responsible for ensuring that the expected portion of the national VAT program within that region was delivered. Recently he has gained experience tutoring new auditors in the Bahamas, as that country introduced a new VAT administration. Dave brings with him a high level of managerial experience, teaching, coaching and audit knowledge to any team he works with.
